Massachusetts (US) delays contracts for two offshore wind projects (2.1 GW)

The US state of Massachusetts has once again postponed the finalisation of offtake contracts for two offshore wind projects selected in a competitive auction in September 2024. The projects are Ocean Winds’ 1.3 GW SouthCoast Wind and Iberdrola’s 791 MW New England Wind 1. Ocean Winds is a joint venture between Portugal’s EDP Renewables and French utility Engie. Both projects were winners in a dual-state solicitation that included neighbouring Rhode Island.

In a letter dated 30 December 2025 to the Massachusetts Department of Public Utilities, lawyers representing the evaluation team negotiating the contracts with the developers stated that: “Due to ongoing uncertainty caused by federal-level activities, the counterparties have not yet completed their contract negotiations.” The evaluation team added that the developers are now targeting the completion of negotiations and execution of the contracts on or before 30 June 2026, with the filing of contracts with the Department by 31 August 2026.

The letter was sent just one week after US President Donald Trump ordered a halt to all five offshore wind projects currently under construction in US waters (KEI, 31/12/2025).
