KI, IES and Envision will expand Monsoon wind project (Laos) by 1 GW

Keppel Infrastructure (KI), Impact Electrons Siam (IES) and Envision have signed a Memorandum of Understanding (MoU) to offer renewable energy solutions, storage and intermittency management solutions for the ASEAN grid. This MoU will see also all three parties leverage IES’s exclusive development rights issued by Lao PDR to increase the capacity of the current 600 MW Monsoon wind project, which IES is developing in the Sekong and Attapeu provinces in Laos, by an additional 1,000 MW. Commissioning is scheduled in 2025.

In December 2021, the renewable arm of the Thai Bangchak Corporation BCPG selected the Asian Development Bank as lead arranger for the 600 MW Monsoon wind project for a total loan amount of THB22bn (US$650m). In July 2021, Impact Energy Asia Development Limited (IEAD, a joint venture between Impact Wind Investment Limited and BCPG) signed a power purchase agreement (PPA) with the Vietnamese state-owned power utility Électricité du Vietnam (EVN) to deliver energy from the project in Laos to Da Nang, Vietnam, through the project’s 500 kV transmission line.
