Kazakhstan signs deals with Masdar, ACWA and TotalEnergies for 3 GW of wind

The Government of Kazakhstan has signed agreements on the sidelines of COP28 for the development of three wind projects in the country, totalling 3 GW. The government signed a deal with the UAE’s Masdar for the construction of a 1 GW wind project in northern Kazakhstan, that will be jointly developed with W Solar, Qazaq Green Power, and the Kazakhstan Investment Development Fund. Another agreement was signed between Samruk-Kazyna and the Saudi company ACWA Power for a 1 GW project including an energy storage system in the Zhetysu region. A third agreement was signed with France’s TotalEnergies for the 1 GW Mirny wind park in the Zhambyl region; the US$1.4bn project will comprise up to 160 turbines combined with a 600 MWh battery energy storage system (BESS). 

In addition, Kazakhstan has also signed a Memorandum of Understanding with the Ministry of Investments of the United Arab Emirates on the development of 10 GW of low-carbon energy projects in Kazakhstan, along with an agreement on transportation of natural uranium concentrates between Kazatomprom and Emirates Nuclear Energy Corporation.

At the end of 2022, wind power accounted for 5% of Kazakhstan’s installed capacity with 1.3 GW. Kazakhstan's 2050 Strategy (2013) aims to raise the share of non-fossil energies (nuclear, hydro, solar, and wind) from 3% in 2020 to about 30% by 2030, and 50% of the country's total energy consumption by 2050. In 2020, the government of Kazakhstan announced an unconditional target to reach carbon neutrality by 2060.
