Kazakhstan has announced plans to allocate more than KZT8tr (US$16bn) to commission and modernize up to 7.6 GW of coal-fired capacity by 2030 (ORDA, 10/02/2026). According to the country’s draft National Plan for the Development of Coal-Fired Power Generation up to 2030, the investment is expected to fund the sector for five years and finance the construction of six new coal-fired power plants in Ekibastuz (a third unit at the Ekibastuz SDPP-2), Kurchatov, Kokshetau, Semey, Oskemen, and Zhezkazgan.
The investment should also help to refurbish and replace outdated infrastructure with more energy-efficient and modern units that use “clean-coal” as fuel. Renovations are expected too at the Aksu SDPP and Ekibastuz SDPP-2.
The new projects will be synchronized by the government with an increase of coal production and upgrades to the national rail infrastructure.
Kazakhstan had a total capacity of 28 GW (2024) which is dominated by coal (47%), followed by gas (22%), wind and solar (11%), hydro (11%), and oil (9%) (Enerdata Global Energy Research).
