The Ministry of Energy of Kazakhstan has announced plans to commission 13.3 GW of new power generation capacity by the end of 2029 (Xinhua, 29/10/2026). Of the total, 7.4 GW will come from conventional sources and 5.9 GW from renewables. The additions are expected to create a 20% surplus in generating capacity and to cover demand from households and the economy, including planned AI infrastructure and large data centres. A sustainable energy surplus by 2029 was also set as a goal in the president’s state-of-the-nation address.
The conventional additions include coal-fired projects: GRES-3 in Ekibastuz and new thermal power plants in Kurchatov, Kokshetau, Oskemen and Semey. Existing power plants are also to be modernised under a national project.
According to Enerdata’s Global Energy & CO2 data, Kazakhstan had a total installed capacity of 28.7 GW at the end of 2025, of which thermal represented about 79% (47% coal) of the country’s capacity.
