Kazakhstan plans a 10 Mt/year oil refinery and 2.6 GW energy projects

Kazakhstan is preparing to launch a new oil refinery by 2033 to boost fuel production, eliminate shortages, and position the country as a net exporter of refined oil products (Kazinform News Agency, 17/02/2026). According to Kazakhstan’s Vice Minister of Energy, the planned refinery will have a processing capacity of 10 Mt/year of crude oil. The project will progress through key phases from 2026 to 2033, including feasibility studies, design, construction, and full commissioning. Once operational, Kazakhstan’s total oil refining capacity is expected to reach 40 Mt/year, significantly enhancing the country’s energy independence and export potential.

Additionally, the country plans to commission over 2.6 GW of thermal and renewable power plants. These projects are expected to fully resolve energy shortages by the end of the first quarter of 2027 and to ensure a stable electricity surplus by 2029, according to the press release. The projects include:

  • Four gas-fired units with a total capacity of 2.4 GW, including a 1 GW CCGT project in Turkistan, a 1.1 GW CCGT upgrade at Almaty's thermal power plants 2 and 3, a 240 MW CCGT project in Kyzylorda, and a 60 MW project at Tekeli and Atyrau.
  • Two wind power plants in Kostanay region: Hyperborea (100 MW) and Aspan Energo (50 MW).
  • Four solar power plants with a combined capacity of 92 MW in Mangystau, Zhambyl, Kostanay, and Zhetysu regions.
