Kazakhstan approves USD15.5bn national plan to boost coal-fired power

Kazakhstan has approved plans to increase its coal-fired power generation through projects estimated at around KZT7.5tn (USD15.5bn) through to 2030. The plans include the commissioning and renewal of coal-fired units to add 7.8 GW of capacity. Key facilities include:

  • an energy cluster in Ekibastuz (2,640 MW), 
  • a power plant in Kurchatov (700 MW), 
  • a power plant in Zhezkazgan (500 MW), 
  • new combined heat and power plants in Kokshetau, Semey, and Ust-Kamenogorsk. 

Older thermal coal-fired power plants will be modernised to reduce energy shortages, such as the 1 GW Ekibastuz-2, the 2.5 GW Aksu power plant, and the Karaganda-1 power plant.

To ensure supply, additional investment is planned in transport infrastructure, including expanding the railcar fleet and modernising railway lines. According to government estimates, electricity demand in Kazakhstan will grow at an accelerated pace, partly due to the expansion of the IT sector, data centers, and AI.
