The Ministry of Environment of Japan is considering rejecting two new coal-fired power projects with a combined capacity of 3.1 GW in the Aichi and Chiba prefectures, amidst concerns over Japan's ability to meet its CO2 emission reduction target. The Ministry will review environmental impact assessment documents submitted by Chubu Electric for its 1,070 MW coal-fired power project in the Aichi prefecture (to replace older oil-fired units) and by Chiba-Sodegaura (joint venture of Idemitsu Kosan, Kyushu Electric and Tokyo Gas) for a 2,000 MW coal-fired power project in Chiba. In addition, the Ministry will discuss the voluntary emissions targets submitted by power companies. In June 2015, the Ministry of Environment announced that the approval of a 1,200 MW coal-fired power project developed by Osaka Gas and Electric Power in Yamaguchi would be problematic in the context of a proposed 26% cut in greenhouse gas emissions between 2013 and 2030. This represents a 25% reduction compared with 2005 levels and an 18% reduction compared with 1990, the Kyoto Protocol base year. In addition, power companies proposed a 35% reduction in their carbon factor (CO2 emissions per kWh generated) between 2013 and 2030.
