Italy's retail power and gas markets will be fully liberalized in 2019

The Italian retail gas and electricity market will be fully liberalised from 2019 under the framework of a market competition law passed by the Parliament (146 for, 113 against). The law does not only focus on electricity and gas markets but is very wide-ranging, encompassing a wide array of sectors. It also covers insurance, environment and transportation and in particular competition issues between traditional cab drivers and businesses like Uber.



This law is not the first step towards the fulll liberalization of the Italian electricity and gas retail markets since a first law (the Bersani Decree) was passed in 1999.



As of 2016, Enel dominated the Italian retail electricity market, with a market share of 35% and it sold 94 TWh (+6.9%). Edison is the second largest supplier, with 5% of the market (12 TWh in 2016), followed by Eni (4%) and Gala (4%). These four companies account for nearly half of the retail market sales. In 2016, regulated electricity tariffs still included around 60% of the Italian population.
