Italy restricts the installation of solar PV on agricultural land

The Italian government has passed rules restricting the installation of ground-mounted solar photovoltaic systems in agricultural areas. The decree-law containing "Urgent provisions for agricultural, fishing and aquaculture enterprises, as well as for companies of national strategic interest" is a package of measures to protect farming and fisheries that includes the ban on the installation of new photovoltaic systems with modules placed on the ground in areas classified as agricultural and on the increase in the extension of already existing installations. The rules exclude solar PV installations financed under the implementation of Italy’s National Recovery and Resilience Plan, agrivoltaic projects as well as projects planned to be installed in quarries and mines, on areas under concession to the State Railways and airport concessionaires, motorway buffer zones and areas inside industrial plants.  The rules should pass to scrutiny by both houses of the Italian Parliament, which are allowed to amend it. 

As part of the G7, Italy has agreed to triple its global renewable energy capacity by 2030, targeting to install around 38 GW through photovoltaic plants. At the end of 2023, Italy had a total solar capacity of more than 30 GW, representing about 24% of the country’s total installed capacity (127 GW).
