The Italian government has unveiled plans to introduce retroactive cuts in the solar PV feed-in tariffs, which would affect about 8,600 operators of PV installations above 200 kW and who concentrate 60% of the total remuneration paid by the Gestore dei Servizi Energetici (GSE). Under the new draft, GSE would stop paying for the actual monthly production in June 2014 and start monthly payments based on 90% of predicted annual production. The actual production would be checked after one year and operators would have to reimburse the GSE if the production is lower than expected or would receive additional payments for extra generation. Power producers would have to choose between two options by 30 November 2014: accepting a 10% cut for operators with a 20-year tariff or extending the 20-year term to 24 years. If approved by the Parliament (by 19 August 2014), the law would enter into force on 1 January 2015.
