The Italian Ministry of the Environment and Energy Security has signed the decree amending the "Energy Release" mechanism, following approval from the European Commission. The mechanism is aimed at encouraging the installation of new power generation capacity from renewable sources carried out by energy-intensive end customers. Energy-intensive companies can benefit from 36 months of electricity supply at controlled price (€65/MWh, compared to €113/MWh on average on the day-ahead market in July 2025) in exchange for the commitment to build renewable power plants (at least 200 kW of new solar PV, wind, or hydropower capacity). The new capacity must be at least twice the total amount necessary for the return of the energy advanced by the GSE in the 36 month period and must be commissioned within 40 months from the stipulation of the energy advance contract between the energy-intensive end customer and the GSE.
The new decree provides for the introduction of a competitive procedure for the selection of entities in charge of the construction of new capacity and the return of anticipated energy. It also includes a clause that avoids any over-remuneration of the investment in the development of renewable energy plants at the end of the 20 contractual years, also taking into account the 3-year advance of energy at a controlled price.
