Indonesia invites Investment in 35 GW of potential hydropower capacity

The Indonesian Minister of Energy and Mineral Resources has called on investors to participate in the development of the Mamberamo River Hydropower Plant (PLTA) in Papua, which has a potential capacity of 23 GW (Antara News, 22/09/2026). Alongside the Mamberamo River hydropower project, the Minister also presented the Kayan River hydropower project in Kalimantan, which has an estimated potential capacity of around 12 GW.

Indonesia’s power mix is dominated by coal, the share of which increased rapidly from 2010 to 2018 (+21 pp) and has remained stable since then (67% in 2025). It is followed by gas (15%), hydropower (7%), geothermal (4%), oil (3%), and biomass (2%). CO2-free generation only accounted for over 13% of the power mix in 2025 (stable since 2017), according to our data.

The country targets a 19–23% share of renewables in the primary energy mix by 2030 under the new National Energy Policy (KEN) established in 2025. This updated roadmap adjusts the previous objective of reaching a flat 23% by 2025, which was initially planned in the 2014 KEN. Under the new framework, the near-term target for 2025 has been lowered to 17–19% to better reflect realistic deployment rates (Enerdata Global Energy Research).
