Pertamina commissions 140 kb/d upgrade at Balikpapan refinery (Indonesia)

The Indonesia state-owned company Pertamina has completed its upgrade of the Balikpapan refinery in East Kalimantan (Indonesia), raising the refining capacity from 260 kb/d to 360 kb/d (+ 100 kb/d) (detikcom, 12/01/2025). It also added a new 90 kb/d RFCC (residue fluid catalytic cracking) unit, allowing the conversion of refinery residues into fuel and petrochemicals products. The INR123tn (US$7.4bn) upgrade also enables the refinery to produce fuel equivalent to Euro 5 standards.

Indonesia is a net importer of petroleum products, which reached 787 kb/d in 2024, accounting for 42% of petroleum products consumption. The total refining capacity reached 1.15 mb/d (at the end of 2024), mostly distributed among 6 large refineries: Cilacap (348 kb/d), Balikpapan (260 kb/d), Dumai (127 kb/d), Musi (127 kb/d), Balongan (125 kb/d), and Tuban (100 kb/d). The Balongan refinery is currently being upgraded, with an additional capacity of 140 kb/d.
