The Government of India is accelerating its National Green Hydrogen Mission (NGHM), a strategy consisting of different projects across the green hydrogen value chain, aiming to place India as a “global hub for production, utilization and export of green hydrogen and its derivatives” (Indian Government press release, 24/03/2026).
Concretely, the projects include:
- an incentive for electrolyser manufacturing (allocation of a production of 3 GW/year to 15 companies),
- an incentive scheme for green hydrogen production (for the production of 862 kt/year -about 28.7 GWh/year- given to 18 companies),
- demand aggregation for green ammonia (production and supply of 724 kt/year of green ammonia by 13 fertiliser units across India), and
- demand aggregation of green hydrogen in refinery sector (production and supply of 30 kt/year of green hydrogen allocated to refineries). Among those projects, 20 kt/year will be supplied to the refineries of IOCL, BPCL and HPCL, while NeuEn Green Energy (a JV between BPCL and Sembcorp) has secured a long-term offtake contract to supply 10 kt/year of green hydrogen to Numaligarh Refinery; this project will feature an hybrid renewable-powered configuration integrated with energy storage to ensure reliable and round-the-clock electrolyser operations, and it is expected to begin commercial operations in 2028.
The plan also includes 5 green hydrogen pilot projects for use in the steel sector, the development of a bunkering and refuelling facility for green methanol, and the deployment of hydrogen fuelled vehicles. Additionally, the Petroleum and Natural Gas Regulatory Board (PNGRB) has published a roadmap on hydrogen transportation through pipelines and blending with natural gas.
