India prepares draft national wind-solar hybrid policy

The Ministry of New and Renewable Energy of India has prepared a draft national policy on solar and wind power, aiming to provide a framework for promoting large grid-connected wind-solar PV systems. The strategy aims at improving grid stability and at encouraging new technologies involving combined operation of wind and solar PV plants.

India aims to reach a wind-solar hybrid capacity of 10 GW by 2022 and will make fiscal and financial incentives available for these hybrid projects; they will benefit from low costs financing through IREDA or multilateral banks.Under the draft guidelines, existing solar or wind power plants willing to install wind or solar capacities (respectively) may be allowed to benefit from hybrid plants incentives provided hybrid capacity is lower than the transmission capacity. No additional transmission charges will be levied for installing solar or wind capacity (considering that the same transmission capacity is used). Project developers will have the option to use the hybrid power for captive use or to sell it to third party or to distribution companies (price determine by the respective SERC).
