The government of the state of Pernambuco in north-eastern Brazil has signed a Protocol of Intentions with Golar Power to develop an LNG import terminal in the port of Suape. Pending regulatory approvals and conclusion of commercial agreements, commercial operations could start as early as the second half of 2020.
The LNG terminal would consist of an existing LNG carrier that would be permanently moored at the Suape Port and would supply LNG to truck mounted LNG ISO-Containers, which would deliver up to 0.48 mcm/d of LNG to cities within a radius of up to 1,000 km. The LNG import terminal would also supply LNG to the power sector, LNG stations and to the local gas distribution company Companhia Pernambucana de Gás Natural (Copergás), which would extend its gas supply to regions without any gas pipeline network. LNG could also be delivered to other Brazilian states using small-scale LNG carriers.
In November 2014, the Brazilian construction group Grupo Bolognesi was awarded the development of the 1.3 GW Novo Tempo CCGT power project in Suape through an ANEEL auction (Leilão A-5) and announced plans to develop a 5.1 bcm/year LNG import and regasification terminal to supply gas to the gas-fired power project. In 2017, Bolognesi sold the power project to Prumo Logistica, which decided to relocate it to Porto de Açu (Rio de Janeiro), and cancelled the related LNG project.
