Ghana will open power retail activities to private companies as of 2023

Ghana plans to allow private companies to supply power to domestic consumers as of 2023, which was until now reserved to the Power Distribution Services (PDS). PDS will operate the network as a distribution companies. This measure is aimed at creating competition and to make the cost of power more competitive. It is part of the privatization concession of the Electricity Company of Ghana (ECG) to PDS.

Northern Electricity Department (NED) ensures the electricity distribution in the north of the country, while ECG handles the distribution in southern Ghana. The government is considering privatising ECG under a 25-year concessionary agreement to improve the service and as the company is facing financial and operational difficulties. In 2015, the World Bank approved a US$60m International Development Association credit to improve the company's financial performance and to minimize its commercial losses. EGC will need to invest about US$200m/year over the next decade to meet the rising power demand and to improve service quality.
