Ghana has broken ground on the first phase of the ambitious Petroleum Hub Project, located in in Nawule, Jomoro, Western Region. The US$12bn project, which will be developed in three independent phases, is set to include a 300,000 bbl/d refinery, a petrochemical plant, and storage and port facilities. It is also expected to lead to the establishment of the Jomoro Petroleum Hub Development Corporation (JPHDC), with its headquarters in Jomoro.
The first phase of the project is led by the TCP-UIC Consortium, comprising Touchstone Capital Group Holdings, UIC Energy Ghana, China Wuhan Engineering Co, and China Construction Third Engineering Bureau Co. The refinery, under an agreement signed in June 2018, should provide enough refined products and by-products to meet the region's demand by 2036.
In January 2024, the country inaugurated the first 40,000 bbl/d phase of a 100,000 bbl/d refinery built by the Sentuo Group, a Chinese firm. The second phase should be operational by end-2024. Tema Oil Refinery (TOR), a Ghanaian state-owned company, operate a 45,000 bbl/d refinery in Tema since 1963. In 2021, the country consumed 101,000 bbl/d of petroleum products, of which 93% where imported.
