The Gesai consortium, composed of Vale (43.85%), BHP Billiton (20.60%), Alcoa (20%), Votorantim (10%) and Camargo Corrêa (5.55%), has decided to return the concession for the 1,080 MW Santa-Isabel hydropower project to the Brazilian government. The consortium had been granted the concession for the project in 2004 but construction had never started. The design of the plant, located on the Araguaia River at the border of Tocantins and Para, was radically modified and a new environmental impact study (EIA) was submitted with the IBAMA in April 2012, without any progress. The project suffered environmental license delays, reducing the remaining time for the plant's concession, which would not be enough to provide a good return on investment.
Seven other projects are in the same situation, namely Pai Querê (292 MW), São João (60 MW), Cachoeirinha (45 MW), Itaocara (145 MW), Murta (120MW), Couto Magalhães (150 MW) and Olho D'Água (33 MW). Light, the developer of Itaocara, also decided to return the concession to the government.
