The German government has presented a draft of a comprehensive climate action programme aimed at achieving the country's 2030 greenhouse gas (GHG) emission reduction targets. The program includes policy proposals and initiatives across various sectors, including energy, transport, industry, buildings, agriculture, and land use. Germany aims to become greenhouse gas neutral by 2045 and has set preliminary targets to reduce emissions by at least 65% by 2030 compared to 1990 levels.
The draft program outlines several key measures. In the energy sector, the aim is to accelerate the expansion of renewables to achieve an 80% share of power consumption by 2030 and a largely decarbonized electricity supply by 2035. Reforms to the Renewable Energy Act (EEG), onshore and offshore wind power legislation, and species protection rules are proposed, aiming for 215 GW of solar, 115 GW of onshore wind and 30 GW of offshore wind by 2030.
The building sector targets 50% of heat produced in buildings to be climate-neutral by 2030, with higher efficiency standards for new buildings and incentives for the use of renewable energy in heating systems. The industry sector focuses on decarbonization measures, support programs for energy-intensive industries, and incentives (Carbon Contracts for Difference (CCfD)) for the switch to climate-friendly production processes. In the transport sector, proposals include adjusting taxes on fuels based on their climate impact, expanding the charging infrastructure, promoting electric vehicle fleets, and strengthening rail transport. The agriculture and land use sectors will develop a food strategy, support energy efficiency, improve monitoring of emission data, and establish programs for renaturation of forests and moorland.
The draft program also comprises measures related to energy levies and taxes, energy efficiency, climate checks for legislation, making the federal administration climate-neutral by 2030, streamlining planning and permit procedures, and promoting skilled workers in climate action. The proposed measures will need to be approved by the government cabinet before implementation.
