Germany plans to tender 12 GW of onshore wind capacity by 2030

Germany’s Federal Cabinet has approved the Climate Protection Programme 2026, containing 67 measures to achieve the target of a 65% reduction in GHG emissions by 2030 compared to 1990 (German government press release, 25/03/2026). The programme will invest EUR7.6bn through the Climate and Transformation Fund for all the measures over the next four years, of which EUR4.7bn will be directed to measures in the land use, land use change and forestry sector, EUR2.9bn to the decarbonisation of the industrial sector and the promotion of the circular economy, and EUR400m to the Special Fund for Infrastructure and Climate Neutrality for the continuation of federal funding for efficient heating networks (BEW) in 2030. 

The central measure in the energy sector is the tendering of 12 GW of onshore wind power in the upcoming tender rounds. At the end of 2025, the country had permitted a record capacity of 20 GW and with the already planned tenders and the additional capacity, the goal of having a total of 115 GW of onshore wind installed by 2030 can be achieved.

The effect of the measures adopted will save Germany around EUR3bn in natural gas imports in 2030 alone at the average price of the previous year. It is expected to help up save almost 7 bcm of natural gas and 4 billion litres of gasoline by 2030 and save an additional 25 MtCO₂e by 2030.
