Germany opens consultation on gas grid development plan 2022-2032

The German Federal Network Agency (Bundesnetzagentur) has opened the consultation on the draft gas network development plan 2022-2032, which considers three new modelling variants to assess the needs for new gas import capacities. The German gas transmission system operators (TSOs), which submitted their draft network development plans to the Agency by the end of March 2023, propose upgrading the German gas transmission system to import LNG and gas from neighbouring Western European countries (mainly the Netherlands and Belgium). In another model, more than 250 potential hydrogen projects are identified and could constitute three sub-networks in 2027 and a contiguous hydrogen network in 2032; existing gas pipelines could be converted to hydrogen.

In addition, Trading Hub Europe (THE) has raised the "neutrality charge" - a gas storage levy to secure the level requirements for gas storage facilities - from €0.59/MWh to €1.45/MWh as of 1 July 2023. This gas storage neutrality charge was set up in the summer of 2022, when lower Russian gas supplied fuelled fears of winter gas supply disruptions.
