French Parliament adopts a new bill to accelerate renewable deployment

The French Parliament has adopted a new law aimed at accelerating the development of renewables in France, in an attempt to exceed 100 GW of solar capacity, to double onshore wind capacity to 40 GW, and to deploy 50 offshore wind parks totalling 40 GW by 2030. The bill aims to better include local authorities in the development of renewable projects on their territories (they will propose and have a last word on go-to and no-go areas) and to simplify authorisation procedures for renewable projects. It also aims at using already artificialised lands for new projects, such as building or large parking lots, and also promote agrivoltaics.

France had set a target of a 23% share of renewables in final consumption by 2020, including 27% for electricity, 33% for heating and cooling and 10% for transports, but missed its targets, with only 19.1% of renewables in final energy consumption in 2020 (including 24.8% for electricity, 23.3% for heating and 9.2% for transports). In 2021, this share had only increased to 19.3% (including 25% for electricity, 24.2% for heating and 8.2% for transports).
