French Council of State upholds 480 MW offshore wind project permit

The French Council of State (Conseil d'Etat, highest administrative court in France) has rejected an appeal against the permit granted to the 480 MW Saint Nazaire offshore wind project, which has now secured all administrative approvals for construction and operation. This decision paves the way for project developer Eolien Maritime France (EMF) to make a final investment decision on the project, which could be commissioned as soon as 2022.

EMF is a joint venture between EDF Renewables and Canadian energy infrastructure company Enbridge. It has been awarded the development of three offshore wind projects in 2012, i.e. 498 MW Fécamp, 480 MW Saint-Nazaire and 450 MW Courseulles-sur-Mer. In April 2019, GE, which was the exclusive turbine supplier, decided to deliver Haliade 150-6MW wind turbines for just one of EMF’s projects, the first to be cleared of any legal recourse. The subsequent two projects will be equipped with Siemens Gamesa turbines of a similar size.
