France will launch a third offshore wind tender

The French Ministry of Environment, Energy and Sea has announced that a third offshore wind tender would be launched, without specifying the size of the tender nor the bidding period.

Wind projects will be developed off the northern town of Dunkerque. The new tender will include a new procedure of competitive dialogue to enable bidders to improve their bid during the process. Preliminary studies on wind and wave conditions and on soil will be carried out by public entities before the final bids and the building permit procedures will be simplified.

The new tender is expected to help France meet its 40% target of renewable electricity by 2030. So far, two offshore wind tenders have been held, in 2011 and 2013. In 2012, the EDF-Alstom consortium won three of the five offshore wind parks awarded in the framework of the first French offshore wind tender: 480-500 MW Fécamp, 420-500 MW Courseulles-sur-Mer, 420-750 MW Saint-Nazaire. The Iberdrola-Areva consortium was awarded the 480-500 MW Saint Brieuc project. In 2014, a consortium led by GDF SUEZ and grouping Areva, EDP Renovaveis and Neoen Marine, won the second tender for the construction of two 500 MW parks in Yeu-Noirmoutier (Vendée) and Le Tréport (Seine-Maritime).
