France raises costs of radioactive waste storage project to up to €38bn

The French National Agency for the Management of Radioactive Waste (Andra) has raised cost estimates for the proposed Cigeo radioactive nuclear waste burial project in Bure (eastern France) from €25bn (2016 estimate) to a range of €26.1-37.5bn (i.e., +4% to +50% compared to the 2016 estimate). The proposed site would store high activity waste (10,000 m3) and long-lived medium activity waste (73,000 m3) produced by nuclear power plants, nuclear research centers and used nuclear fuel processing facilities. The Ministry of Energy will have to receive the opinion of the Nuclear Safety and Radiation Protection Authority (ASNR) and the observations of the main waste producers (EDF, Orano and the CEA) to set a new reference cost until re-evaluation by the end of 2025. The authorisation decision is expected towards the end of 2027/early 2028 to launch the project. First waste deliveries would start in 2050 (instead of the 2035-2040 period initially planned) and the site would be operational for around 95 years, with dismantling starting around 2145 and lasting around 20 years.
