The French Government has opened a public consultation on a decree to extend its biogas production certificate (BPC) scheme from 2029 to 2041 (AFP, 29/06/2026). The scheme, in force since January 2026, requires gas suppliers to incorporate a growing share of biomethane into their supply mix, reaching 4% in 2028 and increasing further thereafter. The decree also expands eligibility to new biomethane production pathways under a “technology-neutral” approach and simplifies support for smaller projects via lighter tendering procedures.
BPCs support biomethane by requiring gas suppliers to produce it or buy certificates from producers. The cost is passed on to consumers, estimated at about €8/MWh by 2030 and rising. France is the leading biomethane producer in Europe, with over 16 TWh/year of capacity across 830 sites. A pipeline of nearly 900 additional projects, representing around 19 TWh/year, is currently under development.
