France’s energy regulator, the Commission de Régulation de l’Energie (CRE), has issued new rules that will allow 6.1 GW of tender-winning renewables projects to come online earlier than planned, to take advantage of high power prices. Among the targeted capacity, 3.4 GW are wind power projects and 2.7 GW are solar projects.
These measures are meant to allow an accelerated commissioning of the projects that won the CRE 4 (2021) et PPE 2 (2022) tenders, which are currently in difficulty according to the CRE. The general objective of these modifications is to enable producers to absorb part of the increase in costs and rates, notably by selling their production on the market before their support contracts become effective.
The new rules also allow for an extension of the deadlines for completion of the facilities, as well as the possibility for the developer to modify the power capacity up to 140% of the initial power selected in the call for tenders.
As of 1 September 2022, interested producers will be able to apply for these new measures with the French Ministry of Energy.
