The French National Assembly (Lower House of the Parliament) has adopted the Energy Transition bill, which will be transferred to the Senate for approval.
Consisting of eight chapters, the law aims at reducing the share of nuclear in the power mix from 75% to 50% by 2025, at halving energy consumption between 2012 and 2050 and at reducing greenhouse gas emissions by 40% between 1990 and 2030. By 2030, renewables shall account for 32% of final energy consumption.
France will focus on building renovation and promote positive energy buildings while strengthening energy efficiency standards.
The law aims to develop clean transports to improve air quality: the 10% renewable target in transport energy consumption in 2020 is renewed. The country will seek to develop electric vehicle load infrastructures and to implement bonuses on clean vehicle replacement.
France aims to improve recycling with a target of 60% of recycled waste by 2025 and an incentive-base tariff system for waste disposal.
The share of renewable energy production is expected to double within 15 years, thanks to a reform in the incentive system, to hydropower concession renewals, tenders and administrative simplifications. Power producers will be allowed to sell power directly on the power market and able to receive a premium, while municipalities and individual participation to renewable energy projects will be encouraged.
Local information on nuclear will be reinforced and the missions of the Nuclear Safety Agency will be strengthened.
France aims to simplify the regulatory framework for renewable projects, while regulating the electricity and gas tariffs and markets to preserve the competitiveness of large consumers.
Finally, France aims to implement a 15-year low-carbon strategy, to be updated every five year, and to involve households and local territories in energy management.
