Finland rejects 16 applications for offshore wind development in the Gulf of Bothnia

Finland’s Ministry of Economic Affairs and Employment has rejected 16 applications seeking exploitation rights for offshore wind projects in the Finnish exclusive economic zone of the Gulf of Bothnia. Most of the areas covered by the applications overlap each other, which is the reason why these applications were turned down. However, the ministry explained that its decision does not ban the development of offshore wind projects in the specific areas. 

The negative outcome is based on Finland’s government’s aim to create a predictable, clear and fair investment environment. Finland plans to select and tender the first offshore wind projects to be developed within the exclusive economic zone at the end of 2024.

The applicants that received a negative decision are Halla Offshore Wind and Laine Offshore Wind (subsidiaries of OX2 Finland); Navakka Offshore and Wellamo Offshore (subsidiaries of Eolus Offshore); Skyborn Renewables Offshore Finland; Ilmatar Vågskär, Ilmatar Bothnia & Bothnia West and Ilmatar Offshore (subsidiaries of Ilmatar Energy); Suomen Hyötytuuli; and Pohjan Puhuri and Pohjan Viima (owned by a fund managed by Copenhagen Infrastructure Partners P/S).
