Finland receives the EU’s preliminary approval for €202m RFF payment

The European Commission has endorsed a positive preliminary assessment of Finland's first payment request for €202m in grants under the Recovery and Resilience Facility (RRF), based on the detailed evidence provided by Finland to prove the fulfilment of the 20 milestones set out in the Council Implementing Decision for the first instalment. 

The Finnish recovery and resilience plan includes a wide range of investment and reform measures in 14 thematic components and is expected to be financed by €1.95bn in grants, of which Finland has already received €271m in pre-financing. Finland is investing to transform its energy infrastructure and develop new energy technologies, promoting the electrification of industry and clean mobility through tax reforms and phasing out fossil fuels.

The recovery and resilience facility (RRF) is the EU’s programme of financial support in response to the challenges Covid-19 has posed to the European economy. It is the core of NextGenerationEU, a temporary recovery instrument that allows the Commission to raise funds to help repair the economic and social damage caused by the COVID-19 pandemic. To benefit from the fund, Member States submit recovery and resilience plans to the European Commission, setting out the reforms and investments they intend to implement by the end of 2026.
