Finland grants fuel loading permit for Olkiluoto-3 nuclear project

The Radiation and Nuclear Safety Authority (STUK) of Finland has granted a fuel loading permit to Teollisuuden Voima Oyj (TVO) for the 1,650 MW Olkiluoto 3 nuclear power plant unit (OL3) in Eurajoki (western Finland). In September 2020, TVO postponed the commissioning of the project from March 2021 to February 2022 because of slow progression of system testing, technical problems, maintenance work caused by project delay and shortcomings in spare part deliveries. Nuclear fuel will be loaded into the reactor in late March 2021 and the first connection to the grid will take place in October 2021, allowing for regular power generation to start in February 2022.

The OL3 European Pressurized Reactor (EPR) project was built by a consortium of Areva, Areva NP (now Orano) and Siemens under a turnkey contract. The project has been hit by repeated delays, court disputes and rising costs. Initially planned to start in 2009, the new reactor will be completed more than a decade behind schedule. Upon completion, it will be operated by TVO.
