Finland commissions Olkiluoto 3 nuclear reactor 13 years behind schedule

The Finnish power utility Teollisuuden Voima (TVO) has finally commissioned the 1,600 MW Olkiluoto 3 EPR at the Olkiluoto nuclear power plant in south-western Finland, 13 years behind schedule.

Construction started in 2005 and was led by a consortium of Areva GmbH, Areva NP (now Orano) and Siemens under a fixed-price turnkey contract, for an expected commissioning in 2009. However, the project has been hit by repeated delays, rising costs (from an initial estimate of €3.2bn to around €11bn), and court disputes between the plant operator TVO and the construction consortium.

TVO connected the reactor to the Finnish grid in March 2022 and started generating electricity with an output of 103 MW, progressively ramping up to 1,600 MW. The reactor will now supply around 30% of Finland's electricity.
