EWEC issues request for proposals for 1.5 GW Al Zarraf solar project (UAE)

The Emirates Water and Electricity Company (EWEC) has issued a Request for Proposals (RFP) to qualified companies for the development of the 1.5 GW Zarraf Solar PV Independent Power Producer (IPP) project in the Al Zarraf area of the Al Dhafra Region (United Arab Emirates). The successful developer will own up to 40% of the solar project (60% owned by the Abu Dhabi Government), and it will enter a long-term PPA with EWEC which will be structured as an energy purchase agreement whereby EWEC will pay only for the net electrical energy supplied by the power plant. Interested developers should send their proposals by the second quarter of 2025. 

The project is expected to produce enough energy to supply approximately 160,000 homes and avoid about 2.4 MtCO2/year in emissions, representing about 5% of the EWEC’s forecasted reduction in power emissions intensity of 36% by 2030.

The United Arab Emirates' total installed capacity was 42 GW (end of 2023) and is dominated by gas (77%), followed by nuclear (10%), solar (7%), and coal (6%).
