Since 10 March 2020, EU Member States are required to transpose into national law the new EU rules on the use of energy in buildings, and to implement national long-term building renovation strategies to decarbonise their existing building stocks by 2050 under the amended Energy Performance of Buildings Directive (EPBD). The EU building energy efficiency rules are now applicable in all EU countries. They will support the rollout of e-mobility infrastructure in all buildings and encourage the use of smart technologies to operate buildings efficiently, while mobilising public and private financing and investment.
Since buildings account for 36% of the EU's CO2 emissions, the EPBD is a key EU policy to make buildings more efficient and boost renovation. The European Union has committed to cut CO2 emissions by at least 40% by 2030 (compared to 1990 level), in an attempt to lead the clean energy transition. In March 2020, the European Commission presented the European Climate Law, which proposes a legally binding target of net zero greenhouse gas (GHG) emissions by 2050.
