As part of its 19th sanction package against Russia, the European Commission has proposed banning imports of LNG from Russia starting in January 2027, a year earlier than initially planned.
In addition to the LNG ban, the sanction package lifts remaining exemptions on Rosneft and Gazprom Neft, and targets a larger portion of Russia's shadow tanker fleet, with 118 additional vessels added to the list, bringing the total to over 560. The EU will also list refineries, oil traders, petrochemical companies in third countries, including China, that breach sanctions.
These new measures follow the 18th sanctions package, unveiled in July 2025, which lowered the oil price cap on Russian crude to US$47.6/bbl, introduced a mechanism to keep it 15% below market prices, banned fuels refined from Russian crude (with limited exceptions), and prohibited all transactions related to the Nord Stream 1 and 2 pipelines.
Before taking effect, the 19th package must be unanimously approved by the EU’s 27 member states.
