The European Union will effectively and permanently end imports of Russian gas and move towards phasing out Russian oil, following a provisional political agreement reached by the European Parliament and the Council (European Commission press release, 03/12/2025). The agreement ensures a gradual but permanent end of Russian gas imports, with LNG imports phased out by 31 December 2026 and pipeline gas by 30 September 2027. Member States may exceptionally extend the pipeline deadline until 31 October 2027, if their gas storage levels are below the required filling levels. Key provisions include:
- Short-term supply contracts concluded before 17 June 2025: the ban on Russian gas imports applies from 25 April 2026 for LNG and 17 June 2026 for pipeline gas.
- Long-term LNG contracts concluded before 17 June 2025: the ban applies from 1 January 2027, in line with the 19th EU sanctions package.
- Long-term pipeline gas contracts: imports allowed only until 30 September 2027, with a possible extension to 1 November 2027 if storage targets are not met.
- Amendments to existing contracts are permitted only for narrowly defined operational purposes and cannot increase volumes or prices.
