The European Commission unveils proposal on gas storage level obligation

The European Commission has presented a legislative proposal, introducing a minimum 80% gas storage level obligation for winter 2022 (from 1 November 2022) to ensure security of energy supply, rising to 90% for following years. A new mandatory certification of all storage system operators will be introduced to avoid potential risks resulting from outside influence over critical storage infrastructure. Non-certified operators will have to give up ownership or control of EU gas storage facilities. In addition, an authorisation from the national regulator will be required for a gas storage facility to close down its operations. The European Commission is proposing a 100% discount on capacity-based transmission tariffs at entry and exit points of storage facilities to incentivise the refilling of EU gas storage facilities. Finally, the EU could create a Task Force on common gas purchases, facilitating and strengthening its international outreach to suppliers to help secure well-priced imports ahead of winter 2022.
