European Commission unveils Clean Energy Investment Strategy

The European Commission has adopted a Clean Energy Investment Strategy to help mobilise additional private investment for clean energy (European Commission press release, 10/03/2025). As part of the strategy, public financing will be used to de-risk projects, spread financing costs over time, an attract a wider base of investors, with the European Investment Bank (EIB) Group providing over EUR75bn over the next 3 years

Specific measures include EIB setting up a strategic infrastructure investment fund (SII Fund) that will help to provide equity to grid operators, supporting the ability of banks to lend to grid operators, providing targeted public funds to de-risk clean energy technologies and energy-efficiency investments, and creating an Energy Transition Investment Council.

Europe's clean energy transition is estimated to require EUR660bn/year until 2030, rising to EUR695bn between 2031 and 2040.
