European Commission seeks to strengthen energy efficiency laws

The European Commission is seeking to accelerate the adoption of energy efficiency laws in Member States, including by toughening sanctions against countries that have not properly implemented EU energy efficiency laws. EU countries have primary responsibility for applying correctly and timely EU Treaties and legislation, with the Commission monitoring the application of EU law. The Commission can open formal infringement proceedings and eventually refer the Member State to the European Court of Justice. The Commission estimates that 75% of the European building stock is highly inefficient and needs renovation; however, the Energy Efficiency Directive and building performance directives are not always properly transposed in national law, as highlighted by new proceedings against Greece, Portugal and Slovenia in February 2015. In November 2014, Greece, Bulgaria and Hungary were asked to comply with obligations under energy efficiency in buildings legislation.

The Commission is also considering developing new financial instruments to promote building retrofitting.
