European Commission greenlights €11bn CfD scheme for French offshore wind

The European Commission has approved a €11bn French state aid scheme to support the development of offshore wind energy, specifically backing three floating wind parks with a total capacity of 1.5 GW. The 20-year scheme, authorised under the Clean Industrial Deal State Aid Framework (CISAF), is designed to help France and the EU meet their 2030 renewable energy targets, while reducing dependence on imported clean technology components. 

Each of the three planned wind parks—one off the coast of southern Brittany and two in the Mediterranean Sea—will have a capacity of approximately 500 MW. Support will be awarded through competitive tenders, with one winner per offshore zone. Each project will benefit from a two-way contract for difference (CfD), based on the gap between the offered reference price and market prices. France has made supply chain diversification a key criterion to reduce reliance on Chinese components. 

According to France’s second National Energy and Climate Plan (NECP), published in 2024, the country aims to achieve a 41.3% share of renewables in final energy consumption by 2030. Offshore wind capacity is expected to reach 3.6 GW by that year. Looking ahead, France plans to deploy 50 offshore wind farms, totalling 40 GW, by 2050.
