€75bn needed for energy-efficient refurbishment (Germany)

In the period 2012-2020 at least €75bn needs to be invested in buildings of municipal and social infrastructure in order to bring all those needing modernisation to the energy level of new buildings according to the Energy Conservation Ordinance (Energiesparverordnung/EnEV) 2009. Schools have by far the greatest need for refurbishment with €27bn. €7bn must be invested in sports halls and €6.1bn in nursing facilities.



There are currently approx. 300,000 buildings in municipal and social infrastructure with a gross floor space of about 313m m² in all of Germany. This large number of buildings is made up of schools (53,500), followed by on-call and emergency services (35,600), day nurseries (35,000), sports halls (33,000), changing room buildings (28,500) and administrative buildings (25,350).



In order to help municipalities finance energy-saving refurbishments, KfW offers municipalities low-interest loans subsidised through the federal budget (interest rates currently starting at 0.2% per year). Non-profit organisations receive promotional loans already at 1% per year.
