The Council of the European Union has approved the submission of an updated nationally determined contribution (NDC) by the EU and its Member States to the United Nations Framework Convention on Climate Change (UNFCCC), replacing the previous document from 2020. The updated NDC is aligned with the Fit for 55 legislative package, aiming to reduce the EU's net greenhouse gas (GHG) emissions by at least 55% by 2030 compared to 1990 levels, reinforcing the EU's commitment to this legally binding target.
The updated NDC outlines the EU's path to this commitment, starting with the ratification of the Paris Agreement in October 2016, which initially set a GHG reduction target of at least 40% by 2030 compared to 1990 levels. Following guidance from the European Council in December 2020, the EU revised its NDC to include a more ambitious 55% reduction target, which was legally bound by the European Climate Law in June 2021.
The Council also highlights key domestic policies aligned with the new climate target, including revisions to the EU Emissions Trading System (ETS), the Effort Sharing Regulation (ESR), and regulations related to land-use emissions and removals (LULUCF), as well as components of the Fit for 55 package. The implementation of this legislative framework is expected to exceed the EU's net domestic reduction target of at least 55% by 2030 compared to 1990, according to Commission estimates.
