The EU sets annual emissions limits for non-ETS sectors over 2021-2030

The European Commission has set out the annual emission allocations (AEAs) for 2021-2030, under the Effort Sharing Regulation (ESR). The ESR sets binding annual greenhouse gas (GHG) emissions targets for Member States for 2030, which are expressed in percentage change compared to 2005 levels, for emissions in sectors outside the EU ETS, excluding land use, land-use change, and forestry (LULUCF) sectors. These targets are translated into GHG emission limits in tonnes of CO2eq for each year and Member State along a linear trajectory between 2021 and 2030, based on an EU-wide emission reduction target of 30% by 2030 compared to 2005. The European Commission will propose in June 2021 a revision of the ESR, as the regional bloc endorsed earlier in December 2020 a higher 2030 emissions reduction target of at least 55% below 1990 levels, covering both ETS and non-ETS sectors.
