The EU Council and Parliament have reached a provisional agreement on introducing a binding intermediate climate target to reach a 90% reduction in net GHG emissions by 2040 compared to 1990 levels (European Council press release, 10/12/2025). The measure would require amending the European climate law (ECL), and it expects to include areas of flexibility to support its achievement as well as key elements to guide future legislative proposals for the post-2030 climate framework. The agreement also includes postponing the entry into application of the EU emissions trading system for buildings and road transport (ETS2) from 2027 to 2028.
The ECL was adopted in 2021 to provide the legal basis for the EU’s long-term climate policies, in line with the Paris Agreement.
