EU endorses Spanish scheme to support energy-intensive companies

The European Commission has authorised, under EU state aid rules, a Spanish scheme to partially compensate energy-intensive companies (i.e. with high electricity consumption relative to the value-added of production) for the cost incurred in Spain to fund support to renewable energy production, high-efficiency cogeneration, and power generation in non-peninsular territories. The €92m/year policy, which will apply until 31 December 2022, is expected to benefit companies in sectors that are particularly energy-intensive and more exposed to international trade. Those companies will receive compensation for up to a maximum of 85% of their contribution to the financing of support to renewable energy production, high-efficiency cogeneration, and power generation in Spain's non-peninsular territories.

In December 2020, the Spanish Council of Ministers created a statute for energy-intensive consumers that helps them mitigate the adverse effects of their high energy costs. The country also established in June 2020 a €600m fund to finance guarantees for long-term power purchase contracts (PPAs) between energy-intensive companies and renewable energy producers. The Reserve Fund to Guarantee Large Electricity Consumers (FERGEI) does not constitute aid according to the European Commission.
