EU Commission selects 166 key cross-border energy projects as PCIs and PMIs

The European Commission has published the first list of Projects of Common Interest (PCIs) and Projects of Mutual Interest (PMIs) in the Official Journal of the European Union. The list replaces the 5th PCI list and counts a total of 166 key cross-border energy projects, of which 85 are electricity, offshore and smart electricity grids, with many expected to be commissioned between 2027 and 2030. In addition, 65 hydrogen and electrolyser projects are included in the list to help decarbonise the EU industry, and 14 CO2 network projects are also featured in line with EU goals to create a market for carbon capture and storage. The selected projects will benefit from streamlined permit-granting and regulatory support, and they will also be eligible for EU financing from the Connecting Europe Facility (CEF).

The list is supported by the revised TEN-E Regulation, in force since June 2022 and the EU trans-European energy networks policy. The EU aims to install 111 GW of offshore renewable energy by 2030 and more than 300 GW by 2050 as well as rapid electrification according to the revised TEN-E Regulation.
