EU Commission adopts temporary aid framework for energy intensive sectors

The EU Commission has adopted a temporary State aid framework to enable its Member States to support the most exposed sectors to the increasing energy prices due to the Middle East crisis (EU Commission press release, 29/04/2026). The Middle East Crisis Temporary State Aid Framework (METSAF) targets the agriculture, fishery, transport and other energy-intensive industries and it will remain in place until 31 December 2026. The framework will remain under review by the Commission to adapt its content, scope and duration according to the developments in the Middle East and the general economic situation. 

The support will take different forms to support the companies from the selected sectors, including an aid based on actual consumption to partially cover the price increase on fuel or fertilisers (up to 70% extra costs for agriculture, fishery, land transport (road, rail and inland waterways) and intra-EU short sea shipping). A simplified option will also be available for beneficiaries, where they could receive up to EUR50,000, according to a criterion to be established by each Member State. Energy-intensive industries will be able to benefit from an aid of up to 70% for the electricity cost of the eligible consumption.
