EU approves aid package for Poland’s 3.7 GW nuclear power plant

The European Commission has approved, under EU State aid rules, an aid package to support the construction and operation of Poland’s first nuclear power plant (European Commission statement, 10/12/2025).

  • The nuclear plant, with a power generation capacity of up to 3.7 GW, is expected to begin operation in the second half of the 2030s.
  • The project includes three new nuclear reactors, each with a capacity of 1,250 MW.
  • In September 2024, Poland notified the Commission of its plan to support Polskie Elektrownie Jądrowe (PEJ), a fully State-owned company, in building and operating a new nuclear facility in Lubiatowo-Kopalino.
  • Total investment is estimated at PLN 178bn (€42bn)

Poland plans to grant direct price support through a two-way contract for difference (CfD), ensuring stable revenues for 40 years. The beneficiary will also receive an equity injection covering around 30% of project costs, as well as State guarantees covering 100% of the debt taken on by PEJ to finance the project.

Poland aims to reach 7.7 GW of operational nuclear capacity by 2040, representing roughly 19% of the country’s power mix by that time (Enerdata Global Energy Research).
